Qatar. Les condamnations à perpétuité de militants ayant protesté contre une loi électorale discriminatoire doivent être annulées

En réaction aux informations indiquant qu’un tribunal du Qatar a condamné le 10 mai trois militants, dont les avocats Hazza et Rashed Ali Hazza Salem Abu Shurayda, à la réclusion à perpétuité et un autre à 15 ans d’emprisonnement, Lynn Maalouf, directrice régionale adjointe d’Amnesty International pour le Moyen-Orient et l’Afrique du Nord, a déclaré :

« La condamnation de Hazza et Rashed Ali Hazza Salem Abu Shurayda – ainsi que de Mohammed Rashed Hassan Nasser al Ajami en son absence – à des peines de réclusion à perpétuité est extrêmement préoccupante et montre à tous les militants que la contestation ne sera pas tolérée.

« À l’issue d’un procès à huis clos, le tribunal a condamné ces quatre militants à de lourdes peines de prison sur la base de fausses accusations de violence, alors qu’ils n’avaient fait qu’exercer leur droit de protester pacifiquement. Il faut annuler leur déclaration de culpabilité et leurs condamnations.

« Il est particulièrement déconcertant que les autorités du Qatar punissent ces hommes au moment où elles tentent d’améliorer leur réputation en matière de droits humains avant la Coupe du monde 2022 de la FIFA. Au lieu d’enfermer les détracteurs du gouvernement, les autorités devraient respecter les droits fondamentaux et inaliénables de toutes les personnes qui résident dans le pays. Elles devraient aussi tenir compte des revendications des manifestants, qui demandent la modification des lois électorales discriminatoires du pays. »

Complément d’information

À la suite de la promulgation le 29 juillet 2021 par l’émir du Qatar, Tamim bin Hamad Al Thani, de la Loi n° 6, qui réglemente les élections du Conseil consultatif, des manifestations ont éclaté près de Doha le 7 août 2021. Les protestataires exprimaient leur mécontentement face à cette loi qui est discriminatoire envers les milliers de membres de la tribu Al Murra, car elle les empêche de voter ou de se présenter aux élections. Ces derniers sont depuis longtemps victimes de discrimination dans l’exercice de divers droits fondamentaux, notamment l’accès à l’éducation, à l’emploi et aux services de santé.

Le 10 mai, les quatre militants ont été condamnés par le tribunal pénal de première instance du Qatar, dont deux en leur absence, pour avoir contesté des lois promulguées par l’émir, « menacé » l’émir sur les réseaux sociaux, compromis l’indépendance de l’État, organisé des réunions publiques non autorisées et « porté atteinte » aux valeurs sociales sur Internet.
