رياض الصيداوي: الجزائر حالة خاصة وشعبها يسخر من قطر وأميرها وقناتها

المتتبع للشأن الجزائري والعارف بخباياه لن يقصر ذهنه عن بداهة أن صناديق الاقتراع الجزائرية لن تفرز البتة نتيجةً كتلك التي أفرزتها بلدان ما يُسمى بالربيع العربي، بمجموع مقاعد لم يتجاوز تعدادها التسعة والخمسين مقعداً على 462 مقعداَ برلمانياً ممكناً، تكبدت الأحزاب الدينية في الجزائر هزيمةً قاسيةً، على الرغم من انضوائها تحت لواء ائتلاف “الجزائر الخضراء”، فيما رجع السواد الأعظم من التمثيل البرلماني إلى حزب جبهة التحرير الوطنية وحلفائه التقليديين. الأحزاب الإخوانية التي اعتلت سدة الحكم هنا وهناك في دول المنطقة، اشرأبّت أعناق قادتها نحو الجارة الجزائرية علّها تظفر بعمق استراتيجي لا يُقدّر بثمن، لكن حساب الحقل أمر، فيما حساب البيدر أمر آخر تماماً…

لماذا لم تأت نتيجة الانتخابات التشريعية الجزائرية بأمر مفاجئ؟ الأسباب عديدة وشديدة الموضوعية. الدكتور رياض الصيداوي مدير المركز العربي للدراسات السياسية والاجتماعية و باحث مختص في الشأن الجزائري يخصّ “إيلاف” بذكر بعض منها: “الخصم العتيد لحزب جبهة التحرير الوطني كان الجبهة الإسلامية للإنقاذ، وقد تم اختراق هذا الحزب من قبل الأجهزة الأمنية، ووقع إبعاده عن الساحة السياسية خاصةً وأن جزءاً منه مارس الإرهاب بشكل شنيع في الجزائر” على حد قوله. ليذكّر بعد ذلك بأن الإسلام السياسي في الجزائر استنفذ نفسه بعد عشرية التسعينات الحمراء لأنه التجأ إلى الإرهاب والقتل والذبح والتكفير وإلى ما يسمى بالعنف الاجتماعي أو الإرهاب الاجتماعي، وهذا يحدث الآن في تونس ومصر: أن تعتدي على الناس بسبب أكلهم وشربهم ولباسهم وسلوكهم، يؤدي ذلك إلى كره أغلبية الناس لهذه الأحزاب ويُطلق عليها في علم السياسة بالتيارات الكليانية، يعني أنها ليست أحزاباً سلطويةً فحسب مثل حزب البعث في سوريا والتجمع الدستوري سابقاً في تونس:”هذه الأحزاب لا تمارس الدكتاتورية السياسية فقط وإنما أيضاً الدكتاتورية الاجتماعية والثقافية والدينية فتُرهب المثقفين والنقابيين وعامة المواطنين لأنها تفرض نمطاً معيناً للحياة وترفض الآخر وتعتدي عليه في حياته اليومية”. ثم إن المأساة الجزائرية ما زالت حاضرةً في الأذهان بعدما أدت إلى خسائر بشرية تقدر بـ 200 ألف قتيل وأخرى مادية تصل إلى أكثر من 100 مليار دولار إلى جانب انحسار دور الجزائر على الصعيد الدولي والسياسي والاقتصادي: “أدى ذلك بالشعب الجزائري إلى اخذ مسافة عن الأحزاب الدينية المتشددة” حسب رأيه.


كما يشير الباحث إلى أن أحد أسباب هزيمة الأحزاب الإسلامية في الجزائر، التي شكّلت قائمة “الجزائر الخضراء”، أن هذا الائتلاف تشكّل من أحزاب إسلامية متصارعة في ما بينها، اهترأت من ممارسة السلطة لأنها كانت شريكاً في الحكم الجزائري و كانت ممثلةً بوزراء لأكثر من 15 سنة في الحكومات الجزائرية المتعاقبة: ” هي ليست أحزاباً راديكاليةً معارضة حُرمت من ممارسة السلطة فتسحر الناس بخطابها و بوعودها، الناس يعرفونها،هذا هو الفرق بين حزب النهضة و الإخوان في كل من تونس ومصر وبين الأحزاب الدينية الجزائرية. ما حدث هو ما يسميه ماكس فيبر (نهاية الانبهار) وهذا منتظر من كل الحركات الدينية التي تصل إلى السلطة إذ سرعان ما يتنبه المواطن إلى أن هذه الحركات لن تُحدث المعجزة المنتظرة وأنها أحزاب ككل الأحزاب بل ربما أسوأ. ما حدث في الجزائر هو انطفاء تلك الهالة المقدسة للأحزاب الدينية” يقول الخبير.

انسحاب الحرس القديم… والمؤسسة العسكرية عمود فقري للدولة الجزائرية

ثم يعود الدكتور الصيداوي ليشير إلى أن الاستثناء الجزائري يعود لمعطى شديد الأهمية، ألا وهو أن جبهة التحرير الوطني جددت نفسها من الداخل وهي ليست الحزب نفسه الذي خاض الانتخابات في سنوات التسعين، والذي كان مكروهاً من الشعب حين كان يمارس الحكم بمفرده فكان المواطن الجزائري يحمّله مسؤولية كل ما يحدث في البلاد: “القيادات التاريخية لجبهة التحرير الوطنية بدأت بالانسحاب إما للوفاة الطبيعية لكبر السن أو بالتقاعد وهي القيادات التي شاركت في حرب التحرير الوطني، لأن الجبهة الوطنية تستمد شرعيتها التاريخية من حرب التحرير الوطني 1954-1962. الحزب الحاكم في الجزائر شارك الآخرين في السلطة، القيادات الجديدة هي قيادات شابة وقد بدأ الحرس القديم بالانسحاب مسلّماً مواقع القرار للشباب على عكس ما حصل في دول المنطقة. أضف إلى ذلك أن المؤسسة العسكرية الجزائرية، وهي العمود الفقري للدولة الجزائرية، انتهجت السياسة نفسها فجددت نفسها أيضاً والجيش الجزائري اليوم وهو الجناح العسكري لجبهة التحرير الوطنية، يقوده الجيل الثالث من الضباط.

المراقبون الدوليون لم يشيروا إلى وجود تزوير وفظاعات التسعينات ما زالت في البال

وكتعليق على أصوات تحالف “الجزائر الخضراء” التي سارعت إلى رفض نتائج الانتخابات متعللةً بالتزوير، يذكّر الخبير بأن الانتخابات أشرف على مراقبتها مراقبون دوليون، كما حصل في تونس و مصر وهم إلى حد هذه اللحظة لم يقدموا أية تقارير تشير إلى تزوير: “ربما تحدث بعض التجاوزات في بعض القرى والأرياف علماً ان سوسيولوجية الريف الجزائري تشير إلى محافظة هذا الأخير على ولاء تقليدي وغير عادي لجبهة التحرير الوطنية، التي اعتمدت على الفلاحين في مكافحة الاستعمار الفرنسي على عكس الحركات الإسلامية التي هي حركات مدينية ظهرت بظهور ضواحي الفقر التي تكاثرت بعد سياسة التصنيع في الجزائر وحركة النزوح في الستينات. لذلك لا يمكن الحديث عن تزوير دون تقديم حجج وبراهين…”.

ويشير الدكتور الصيداوي بأن هزيمة الإسلاميين في الجزائر تعود في ما تعود إلى الذاكرة الشعبية الجزائرية التي ما زالت مثخنةً بذكريات التسعينات الأليمة:” غالبية الجزائريين يحمّلون الإرهاب الذي حصل للإسلام السياسي الذي مارس القتل والابتزاز على التجار في حياتهم اليومية وعلى البنات وذبح النساء لمجرد عدم ارتدائهن الحجاب والنقاب في القرى والمدن وهذا ما خلّف جروحاً لدى المواطن الجزائري ومحاذير ومخاوف جمةً، ثم إن النظام في الجزائر استفاد من ارتفاع أسعار المحروقات وهو من بين الأنظمة القليلة في العالم الذين يمتلكون فائضاً نقدياً هائلاً. واليوم تتمتع الخزينة الجزائرية بفائض نقدي يساوي حوالى 150 مليار يورو وهذا مبلغ ضخم جداً في عالم يشهد أزمةً حادةً ما أفضى إلى نوع من الالتفاف حول القيادة الحالية”.

السايكولوجيا الجزائرية وقطر…


تجربة الجزائريين مع الأحزاب الدينية في التسعينات كانت مريرة

وقد عرّج الخبير على معطى هام لا يخفى على أحد، معترف به على رؤوس الأشهاد حين يتعلق الأمر بالحديث عن الانتخابات التي حصلت في تونس ومصر والمغرب وغيرها، ألا وهو تدخل دولة قطر بثقلها المالي والدبلوماسي في البلدان المذكورة: ” نحن أمام إشكال حقيقي، نحن أمام دولة تتدخل بشكل صريح وواضح في شؤون الدول العربية الأخرى عبر إمبراطورية إعلام وعبر تنظيم عالمي أسمته (الاتحاد العالمي للعلماء المسلمين) يرأسه القرضاوي وقد استثمرت مبالغ ضخمة جداً على حساب المواطن القطري في دعم الحركات الإخوانية. المشكلة أن قطر ليست دولة ديمقراطية وقد أرادت أن تتدخل في الجزائر عبر قائمة (الجزائر الخضراء) التي ذهب مسؤولوها إلى قطر كما ذهب الغنوشي زعيم حركة النهضة في تونس وغيرهم…في الجزائر كانت هناك ردة فعل الوطنيين، فالسايكولوجية الجزائرية مختلفة عن بقية السايكولوجيات في المنطقة، بأنها شديدة الفخر بمعركة التحرير الوطني و بأنه لا أحد منّ عليهم بشيء أبداً و بالتالي هناك سخرية من قطر حتى أن البعض يسمي الثورات العربية بثورات قطر. الجميع في الجزائر يعتقدون أن فتاوى القرضاوي وقطر لا مكان لها في بلادهم باعتبار أنها دولة لا يمكن أن تقدم دروساً في الوطنية و لا في الديمقراطية و لا في حرية الإعلام ولا غيرها على حد قول الدكتور الصيداوي.

ويختم الخبير حديثه بأن هناك مدّا للحركات الإخوانية والسلفية، لكن هذا المدّ سيواجه بامتحان ممارسة السلطة: ” تعيش الحركات الإسلامية اليوم من وجهة نظر فلسفة التاريخ، دورتها التاريخية، تماماً كالشيوعية و القومية العربية في الستينات وحركات التحرر الوطني في الخمسينات ومع ممارسة السلطة يبدأ الاضمحلال ويظهر الفرق بين الواقع و المُثل و الوعود وأن هؤلاء ليسوا ملائكة بل هم سياسيون فيهم الانتهازي و فيهم من يبحث عن مصالحه الخاصة إلى غير ذلك”.
