قالت الأمينة العامة لمنظمة العفو الدولية، أنياس كالامار، قبيل حلول الذكرى السنوية الخامسة لمقتل الصحفي السعودي جمال خاشقجي، المُجازة من الدولة، في قنصلية السعودية في إسطنبول:“بعد مضي خمس سنوات على الاغتيال الوحشي لجمال خاشقجي، الذي أحدث صدمة في جميع أنحاء العالم، لا يزال الطريق إلى تحقيق العدالة عن مقتله مسدودًا تمامًا. ولم يتم بعد إجراء تحقيق جنائي مستقل ومحايد في الدور الذي لعبه مسؤولون كبار، وبدلًا من ذلك، تواصل السلطات السعودية قمعها الشديد لحرية التعبير وسط إفلات تام من العقاب.

“إن الاختفاء القسري والتعذيب والإعدام خارج نطاق القضاء الذي تعرض له خاشقجي هي جرائم بموجب القانون الدولي، ويجب التحقيق فيها بشكل عاجل، ويمكن أن تخضع لمقاضاة أي دولة من خلال الولاية القضائية العالمية. فمن المروّع أنه بدلاً من ممارسة الضغط من أجل تحقيق العدالة بسبب مقتله، يبسط المجتمع الدولي السجاد الأحمر لقادة السعودية عند أي فرصة، ويضع المصالح الدبلوماسية والاقتصادية قبل حقوق الإنسان”.

وتواصل منظمة العفو الدولية المطالبة بإجراء تحقيق دولي مستقل ومحايد في مقتل خاشقجي لتحديد هوية جميع المتورطين في الجريمة، مهما علت رتبهم أو مقاماتهم، وضمان تقديم المشتبه في مسؤوليتهم إلى العدالة في محاكمات عادلة.

خلفية

أغلقت السلطات السعودية ملف قضية جمال خاشقجي عام 2019، بعد إدانة ثمانية أشخاص في محاكمة مغلقة افتقرت إلى المصداقية والشفافية. وخلُص تقرير للأمم المتحدة صدر عن أنياس كالامار التي كانت

حينها المقررة الخاصة المعنية بحالات الإعدام خارج نطاق القضاء أو بإجراءات موجزة أو تعسفًا، في يونيو/حزيران 2019، إلى أن جمال خاشقجي كان ضحية “عملية قتل خارج نطاق القضاء، منفّذة مع سبق الإصرار والترصد، وتتحمل الدولة السعودية المسؤولية عنها”.

منذ مقتل خاشقجي، كثفت السلطات في السعودية، بقيادة ولي العهد الأمير محمد بن سلمان، حملتها القمعية المروعة على نطاق وحجم غير مسبوقَيْن. في 9 يوليو/تموز، حكمت السلطات على مدرّس متقاعد بالإعدام بعد أن احتج على سياسات الحكومة على منصة التواصل الاجتماعي إكس (المعروفة سابقًا بتويتر).
