العلاقات الفرنسية المغربية، وأسباب وخلفيات الأزمة العميقة التي تشهدها منذ سنوات، والتي زادت حدتها خلال السنوات الأخيرة.. حياة محمد السادس وطريقة حكمه للمغرب، وكيف يمضي إجازاته الطويلة في باريس، إلى جانب تأثير الإخوة زعيتر على الملك المريض، كانت محور ملف أفردته مجلة “ليكسبريس” الفرنسية.

الملف الذي جاء تحت عنوان “محمد السادس الملك الغامض”، حياته في باريس، محيطه، ومخالبه ضد فرنسا، يكشف حجم الأزمة، والذي تمظهر في حجم الاهتمام الإعلامي الفرنسي بالمغرب، ومنسوب النقد المرتفع للمغرب، وخاصة لمحمد السادس، وهذا ما لم يكن ينشر على الأقل بهذه الحدة خلال عقود من الزمن، حيث كان الإعلام الفرنسي لا يتوانى عن وضع “المساحيق” لواجهة الحكم المغربي، سواء في عهد الحسن الثاني أو خلال عهد محمد السادس.

ويتعرض كاتب افتتاحية الملف إلى أوجه الاختلال بين نظامي الحكم في فرنسا والمغرب، وطريقة إدارة منظومة الحكم بين الرئيس الفرنسي إيمانويل ماكرون وملك المغرب محمد السادس، يقول فيها “مملكة وجمهورية. ملك متحفظ، أحيانًا (أيضًا) غالبًا ما يكون غائبًا عن بلاده. ورئيس منتشر في كل مكان، يتدخل في كل الجبهات. طريقتان للقيادة، ولكن أيضًا لا يوجد بينهما أي شيء مشترك”.

ويتحدث الكاتب عن مصدر حكم محمد السادس، حيث ورث العرش عن أجداده ويتمتع كما وصفه بـ “التملق الديني”، في حين يستمد ماكرون قوته من صناديق الانتخاب.

ويشير في السياق إلى العلاقة بين الرجلين، والتي يطبعها الجفاء، فبالرغم من مكوث محمد السادس أوقاتا طويلة بباريس، إلا أنه لم يتم استقباله في قصر الإليزيه. ويتساءل بعدها عن ما إذا لم تتم دعوته في الأصل؟ ويجيب قائلا “لكي تصبح العلاقة ودية، ربما يجب أن تكون العلاقة موجودة بالفعل وأن تكون ودية على الأقل”. ويدعو في آخر مقاله إلى وجوب “إيجاد سبل للتفاهم في سياق أمني متدهور”، ويدعو محمد السادس لأن يبذل مجهودا: “لا يزال يتعين على الملك أن يفتح الباب قليلاً”.

كيف يتصالح المغرب وفرنسا؟

في هذا المقال يستعرض الكاتب تاريخ العلاقة المتشنجة بين الرباط وباريس، والتي كانت آخر حلقاتها إعلان وزيرة الخارجة الفرنسية كاترين طولونا عن زيارة قريبة لإيمانويل ماكرون إلى المغرب، تلبية لدعوة من محمد السادس، لكن سرعان ما تم تكذيب الخبر من طرف الرباط، وتم نفي برمجة أي زيارة للرئيس الفرنسي.

 وحسب الكاتب، فإن الأزمة بين البلدين ليست وليدة اللحظة، وتعود إلى فترة حكم فرانسوا هولاند، وبالضبط سنة 2014، حين تم توجيه تهم بالتعذيب لمدير المخابرات الداخلية عبد اللطيف الحموشي، وتم توجيه استدعاء له من طرف الشرطة خلال تواجده على التراب الفرنسي، وهو الأمر الذي خلف غضبا مغربيا كبيرا، وصل إلى حد توقيف التعاون في مجال المعلومات الأمنية بين البلدين. ورغم تنقل بيرنارد كازناوف، وزير داخلية هولاند، إلى غاية الرباط وتوشيح الحموشي بوسام شرفي، إلا أن ذلك لم يكن له أثر على واقع العلاقات بين البلدين، وهو الوضع القائم إلى حد الآن، حيث لم يقبل المغرب المساعدات الفرنسية جراء الزلزال المدمر الذي أتى على آلاف الأسر في “المغرب العميق”.

وحسب المجلة الفرنسية، فإن هناك العديد من الملفات التي عكرت صفو العلاقات بين البلدين، من بينها قضية خفض التأشيرات الفرنسية لمواطني المغرب والجزائر وتونس، وهو ما أثار لغطا كبيرا، إذ لم تتقبل الرباط كيف تُعامَل بنفس الطريقة مع الجزائر، إلى جانب ذلك غضب المخزن من التقارب الفرنسي الجزائري، وكذا قضية الصحراء الغربية، فبالرغم من دعم فرنسا مقترح الحكم الذاتي، إلا أنها تبقى متشبثة بحل أممي للنزاع ودعمها مجهودات الأمم المتحدة، وهو موقف أثار حفيظة الرباط التي كانت تمني النفس بأن يكون الموقف الفرنسي مشابها لموقف كل من الرئيس الأمريكي السابق دونالد ترامب، ورئيس الحكومة الإسبانية بيدرو سانشيز.

وأمام هذا الوضع، يقول صاحب المقال، ترسل الرباط رسائل إلى باريس بأنها لم تعد في حاجة إليها، وذلك من خلال شراكتها الجديدة، خاصة مع إسبانيا، والحليف الجديد القديم إسرائيل.

لكن بحكم أن المغرب لا يستطيع الاستغناء عن فرنسا ولا عن أوروبا، يرى مختصون أنه يجب انتظار اللحظة المواتية لإعادة بناء علاقة متوازنة مبنية على مصالح مشتركة. وختم المقال بأنه لا يمكن أن تصل الأمور إلى “القطيعة”، بالنظر إلى حجم العلاقات بين البلدين، إذ يوجد حوالي 1.5 مليون مغربي في فرنسا، وأكثر من 50 ألف فرنسي مقيم بالمغرب، و6 قنصليات و45 مدرسة فرنسية و38 مؤسسة “كاك 40″، والذين من غير المعقول خروجهم بين ليلة وضحاها.

 “ليكسبريس” تعيد نشر تحقيق “الإيكونوميست” الذي أرعب المخزن

ويبدو أن مجلة “ليكسبريس” الفرنسية لم تأبه لـ “الغضب” الذي اعترى القصر الملكي بسبب التحقيق الذي نشرته جريدة “الإيكونوميست” حول حياة محمد السادس والعلاقة التي تجمعه مع الإخوة زعيتر، والتي أحرجت المخزن والعائلة المالكة، إذ قامت بإعادة نشره مترجما كاملا.

وقالت المجلة إنّ إقامة محمد السادس المطوّلة خارج المغرب تثير القلق في البلاد، لا سيما بين المخزن، حيث تُعرف قوة الظل التي تمارسها حاشية الملك بالنظر إلى الصلاحيات الهائلة التي يتمتع بها الملك، في وقت يمرّ فيه البلد بظروف اقتصادية قاتمة.

ونقلت المجلة البريطانية الأسبوعية عن مسؤول مغربي كبير سابق قوله: “نحن نسافر في طائرة بدون طيار”، في حين أشار مسؤول سابق آخر إلى أنّ الملك قضى نحو 200 يوم خارج البلاد العام الماضي.

وكان محمد السادس في فرنسا لمدة 5 أشهر العام الماضي (2021)، بحجة أنه يريد أن يكون أقرب إلى والدته المتعافية، وأنها تعيش في نويي بالقرب من باريس، حيث يمتلك الملك مسكنينِ في بلاد فرنسا، أحدهما قصر بالقرب من برج إيفل.

ووفقاً للمجلة، أثار قرب الإخوة زعيتر من محمد السادس قلقًا واضحًا لدى المخزن، من بين أمور أخرى، لأن أبو بكر زعيتر له سجل إجرامي وقضى عامين في السجن، حيث يشتكي أحد رجال الحاشية إلى المجلة بأنهم “يديرون الوزراء”، بينما يشير رجل أعمال إلى أنهم “يعاملون حكام المقاطعات مثل سائقيهم”، فيما يقول صديق سابق للملك: “لقد أوضح الملك لجميع الوزراء أنه يمكنهم التحدث نيابة عنه”.

وبحسب المجلة، لقد وصل تأثير الإخوة زعيتر الثلاثة إلى درجة أنهم قرروا حتى من يستقبل محمد السادس، ما يعني أنه في بعض الأحيان وجد كبار المسؤولين أنفسهم مع الباب في وجوههم، حيث أبرز عضو سابق في الدائرة الأقرب إلى القصر: “إنهم يطلبون من شقيقاتهم وأبناء عمومتهم المغادرة”.

محمد السادس وحياته “الخاصة” بباريس

ملف “ليكسبريس” يستعرض في مقال تحت عنوان “الحياة الخاصة لجلالته في باريس” كيف يعيش محمد السادس الذي كان بباريس حين وقوع الزلزال المدمر، ويعود المقال إلى علاقة محمد السادس بفرنسا، وبالعاصمة باريس منذ نعومة أظافره، وحياة البذخ التي يعيشها هناك عبر الإقامات والقصور الفخمة التي يمتلكها، والتي يتلقى بها خدمات ملكية بنفس الدرجة التي يتلقاها في المغرب والغابون، حيث يقضي حياته مقسّمة بين البلدان الثلاثة.

كما يكشف المقال عن اسم محمد السادس على جواز سفره “محمد العلوي”، وكيف يتجول في الشوارع الباريسية مصحوبا بالعشرات من الحراس، وشوهد مرفقا عدة مرات مع مستشاره الخاص ورفيق دراسته فؤاد عالي الهمة، وكأن المغرب يدار من ساحة “فوندوم”، يقول كاتب المقال، كما يشير إلى طريقة لبسه التي لا تتناسب ومنصبه كملك، وإلى صداقاته مع الموسيقيين والرياضيين، وكدا الصورة التي التقطها مع الحاخام المتطرف إسرائيل غودبنارغ سنة 2018.

المقال يتوقف أيضا عند الغياب المستمر لمحمد السادس عن المغرب وعن مرضه، حيث يسعى لأن يعيش الحياة التي يشتهيها، لا حياة الملك محمد السادس، مقابل إدارته شؤون المملكة عن بعد. ويروي المقال إحدى غرائب محمد السادس، بينما كان يتجول في مدن باريس وأحيائها الفاخرة، وفي لحظة يتصل لنقله إلى مطار بورجيه من أجل العودة إلى المغرب، ثم يغير رأيه ليعود لإحدى إقاماته في باريس، ويغلق هاتفه، ويختتم صاحب المقال بكلمة يرددها محمد السادس “عرش العلويين على سروج خيولهم”، أو نسخة من فانتازيا العمل عن بعد.
